was not creating spool/vi/preserve
updated on orchid and lily, distributed to lily??
except for lily09 which was down and lily03 which was sick
(out of process slots or something).

vi fails to preserve files when it is killed if the preserve dir
does not exist (as far as I could tell), & gives no warning on
startup.  This is not good.
