It would be ideal if they didn't have to, but if the parents aren't going
to be responsible, basic humanity demands that someone else look out for
the children.  Would you have the children of irresponsible parents
be puniashed for their parents' irresponsibility?

I'm not sure that they are, but it's not my field of research.  They may well
be; I don't know.  In the general case, however, when it is determined that
something is harmful to children, I support the government's regulation of
it.
