I was in downtown Vienna (Virginia) yesterday evening, around 7:30 pm,
when I saw about a dozen policemen in the Safeway parking lot. They
seemed to have someone handcuffed.

Not unusual? Well, yes, except that the policemen were all dressed in
black (with "POLICE" in white letters on their back), and about half
of them were wearing ski masks. And I doubt they were wearing them to
keep warm, as it was about 100 degrees out, and sunny.

Also, there were no police cars around.

A couple blocks down Maple Avenue, there was another bunch of them,
dressed the same, with someone else under arrest. Nothing that looked
like a police car there, either.

Any idea what was going on?

Despite the weather, chills ran down my back at the sight.
