sounds like a narcotics arrest.

narcotics teams rarely use squad cars, and they are often times
engaged in heavy surveillance.

A possible scenario, is they were following 2 drug dealers, and they watched
a deal go down
and they moved in for the arrest.

They wear masks, because they don't want their faces known as they do a lot
of undercover
and surveillance work.

Now, my opinions on the drug policy of the US are different, but i'm just
stating what the probable scenario
is.

This could also be the special action team.

if they aren't doing drugs, they do other undercover work. Given this was
at the Safeway, they could have been
getting a gang stealing powdered formula.

The masks are a bit of police theater.
