In the UK, the requirement is for the owner of the the vehicle to furnish
the details of the driver at the time.

The argument re: self incrimination has been negated by a court decision
pointing out that when driving on a public road/owning a motorcar and
allowing/using it on a public road, a driver has voluntarily entered into
the regulatory framework of traffic legislation.
