The NY Times weather page has a brief daily note on some technical
or scientific aspect of recent weather phenomena. On Saturday
it featured the East coast storm and said

"Most residents in the [Washington] region
expected snow, but the way it began
contributed to the massive collision. The
snow started with a burst around Washington
as highway temperatures were just above
32 degrees. The air temperature was near
25, so the first flakes melted, turned to
ice and then quickly covered the ice with
snow, the ideal ingredients for a highway
	disaster."

So it's probably a little excessive to blame the pileups
entirely on Washingtonians' purported lack of driving skills.
Granted, people follow each other too closely...but hey, it
works 99.99% of the time!...
