What I've noticed is that every time traffic clumps up, it's due to
either a few cars driving in the middle lane or one yutz in the fast
lane, both groups driving slower than the majority.
The reason the first one causes a ruckus is that the traffic that was
moving in the middle lane now has to move to the left lane, slowing
down the left lane traffic *and* the middle lane traffic. The second
one causes problems because now the left lane traffic is integrating
itself with middle lane traffic, forcing everyone to adjust speeds.
If everyone just kept right, moving left only to pass and then
returning to the right, traffic would flow much smoother overall.
