About two years ago, no-fee DECUServe was strongly considered.  In fact, it
seemed like a done deal.  Pretty much for the reasons you give.  However the
recession hit, and reality, and DECUS felt compelled to squelch any changes
from revenue generating to revenue spending.  Idealism is nice, but right now
life is tough for DECUS, and until we get well, revenue is very important.  So
DECUS leadership may well be closer in their thinking to you than you thought,
but it doesn't put food on the table (figuratively).
