It turned out that the 23 parts were small.  So I've repackaged them and posted
the thing to VMSNET.SOURCES to get it wider distribution.  It actually looks
like a pretty neat package, if old (copyright date is 1986).  Oh, it's written
in fortran, so you'll need a compiler (or the f2c package).  If anybody starts
using it, pass on a review.
