Our system uses WordPerfect Office menus as the default interface for most
users.  I have several system management functions "canned" which operate
under special sub-menus accessible only to our staff.  WPO is sensitive
to the "CAPTIVE" flag and won't let captive users out to DCL -- so perhaps
you could do complete control if you can have a "superuser" on call to
back up the "controlled access" operators when they get in a sticky situation.

An important part of the system would be a very intellegent tape management
system.  We use Tapesys (from Software Partners.) DEC markets a version of
the same program as SLS.  Both work very well.  The entire backup can be
controlled by an account with only OPER priviledge.
