How do quotas and resource IDs work?

I am attempting to set up a system in which the sum of the overdrafts for a
group of users is considerably larger than the total disk space I want to
allow that group to use. I had hoped to do this by setting up an ID with
resource attribute and granting that ID to the memebers of the group and
then, depending on how things worked, either use it as a single "pooled
quota" for overdrafts or as limit on the sum of the overdrafts in use by
the group of users. As it is, I can't get anything to charge to the
resource ID and it seems to have no effect on the users' quotas. I would
LOVE to RTFM, but all I can find in the index is the SYSMAN description and
the nearly useless chapter 5 in the "Guide to Maintaining a VMS system".

Any help/enlightenment would be appreciated.
