I want to limit the number of batch jobs per user basis in particluar queue
in a vax cluster. I have put the limit on maximum jobs at any given time in
a queue. Now i want to put a limit the number per queue on user basis.
is it possible?.

We do this by having a batch job run every once in a while that
changes the submit priorities of pending jobs. In a nutshell,
if a user has more than the allowed number of jobs, the extra
jobs get a lower priority than any other user's jobs. This
works for one queue or for a set of queues.
