What is the procedure to sue someone for libel (things said on newsgroups).

One user is apparently trying that angle..so I'd now like to know what is
needed, costs etc.

I know that you at least need the persons mailing address to start.

1. accused name / mailing address
2. fill out some form at a magistrates office?
3. provide printouts of the evidence
4. who pays to mail things to that person?

What are the costs.
