Oh!  That part ;-)

Yes.
Hyperterminal, as delivered with Win95, is a dialup terminal program.
Hypersomething, available as a free download is still a terminal program,
but adds "telnet" connectivity to the dialup package.

The PPP dialer is part of the standard Win95 package on CDROM, and an
add-on to the diskette package, available for free download.

I did the -3 part, but that picks up from already having PPP installed.
You might just try Start-Settings-Control Panel-Dial Up Networking, and see
if you can succeed.  Or, if you can surf on the Mac, or via Lynx from a
Rahul shell prompt, go to http://www.windows95.com, although I've always
thought that needing a PPP connection to look at the instructions for
installing a PPP connection was a little odd ;-)
