This idea is not invalid Troy, but will be little use in reality. 
Still I will reserve judgement until I see the detailed specs on
the underlying technology that permits this.

For one thing you could expect the government to also have devices
issued to the police that allow the police to "deactivate" the 
citizens guns pointed at them. Of course criminals will be able
to eventually get their hands on this same technology, and the
ability of the government to "deactivate" the same guns would 
not be acceptable to most gun owners either I suspect.

Point is it would be yet another case of technology be used to
make false promises, and at the same time create yet more 
repressive laws. No thanks.
