I'm not sure what PICK is or what platform, but I'm guessing Unix. If you
haven't developed for windows before and are not an advanced OO developer
(use OO feature exploitive designs) use VB. It is the real deal for rapid
developmentand if you aren't proffecient in C++ definetly go this way.

If you are proffecient in C++ & use strong OO designs then go with Visual
C++ (I prefer it to borland/inprise). If you aren't proffecient in C++, the
learning curve is pretty high, so its going to take you longer to get up to
speed. But the application power potential is greatly increased.

There is a third alternative, which is Java. It runs on all platforms, has a
lot of industry backing and is making massive progressions as a language.
Its personally my language of choice. It falls inbetween VB and C++ in terms
of difficulty and power.

I develop in all three languages. If I am developing for windows only, then
it is always VB/VC++ combination that I use. If the system is going to be
run on another platform or is web based then I choose java.

Either way they are all great languages and good luck.
