Make sure that you install it through active sync and not putting the file directly on the cell phone. This is because the exe file is made to run on your computer, and .cab files are used to run on your pocketpc/smartphone. I haven't seen adobe reader available in the .cab version but if you want to do it that way you would have to try to install the exe from your computer without the phone plugged in, then you could search your files and find where the .cab file is located.

But obviously doing it direct from the computer is the easiest way to go. When I first got my pocket pc I didn't know this so I assumed there was something wrong with my cell phone until I realized that the phone is only compatible installing .cab files.
