To clarify this a bit;

"CAB" files are not programs but rather, installation packages... the ones related to the ppc reader are specific to windows mobile pocketpc and "pocketpc phone edition" devices and will not work on windows mobile "smartphone" devices (i.e. no stylus, no reader)

Launching a CAB file on the ppc results in a single installation process which installs the reader application (program) on your device as well as associated files and a shortcut which is placed in the ppc's start/programs folder.

The likely reason that adobe does not offer users access to the CAB file is that the installation on the sync pc also installs a "document tagger" which attempts to add "tags" to synced pdf files.

When the installation is run on the activesync pc, the ppc CAB file is extracted from the installation exe and stored so that activesync can then automatically copy it to the ppc and launch it on the device, something you can do yourself if you know where to find it.
