If you mean in the sense of midi recording and editing, it doesn't have those features - it's strictly an audio tool. It will replay midi (you can insert a midi file into the multitrack view) if you've created one in another program. As for which program - well, there must be dozens. Which is perhaps why Audition doesn't bother to cover what's well covered elsewhere. If on the other hand, you mean the multitrack part of the program - press F12 and voila.
