I've never seen AGS install a shortcut on my desktop. (Maybe it's an option in the installer that I jump over.)

Does the shortcut work under:
Start menu > Programs > Adobe >Graphics Server 2.1 > Administration

Since everything seems to be working, and you can apparently access the Admin page through IE--I'd just delete the shortcut. (Or make a new one if the one under the Start menu works.)
