TOC page links jump to wrong page in pdf

FrameMaker 6.0, Distiller 4.05, Windows 98SE 

I have a book file with chapters, and a TOC. I print to distiller to create the pdf file. When I click on the page number in the TOC in the pdf file, the first few sections jump to the wrong page in the pdf file. Anyone ever have this problem and solved it?
