Footnote too long to fit on page, Help!

Framemaker 6.0 for Windows. 

I am working on a 230 page book with over 400 footnotes. One particular footnote is very long and FM insists on pushing it to the end of the document!! I thought FM could break footnotes over several pages if they were too long to fit, am I wrong? How can I handle this?  Thanks, Simon
