Sending individual Frame files give unresolved cross-references

Using Frame 6, I generate CHM (MS HTML Help) online help for our Japanese office. They do the minor updating of individual Frame files. However, after they send the file to me, I always get unresolved cross-references throughout the book, often a large amount and often in files other than the one sent! Is there some way to avoid this?
