The documentation sounds very odd (or, really, wrong) unless you are
misquoting it.

There is no such thing as a "level 1" font. However, there is a "type
1" font.

That isn't a font at all, but a file with just information ABOUT a
font.  A type 1 font is likely to have a .PFB file and a .PFM file.
