okay after several tries I made it to work in the following way

1. When vista gives the security warning to run the program, do not
answer to it yet, but go to the ...\locallow\netopsystems folder and
the cut and paste all the files to another folder ( i just put it in my
download directory)

2. Now run setup from this folder.

It ran like a charm to me.
