Lapsed, I'll try to explain:

When anyone creates a pdf, using any software (either Adobe Acrobat or 3rd party) you can only 'read' this pdf in the free Adobe Reader.

Now someone who has Acrobat 8 pro can do one of 3 things (within the context of this discussion)
.
1: They can do nothing with the file
2: They can apply standard security to the file
3: They can enable usage rights for the file

Effects on pdf in relation to commenting
1: In the security overview of the pdf it will say 'Commenting allowed', but you still need a full version of Acrobat (either Standard or Pro) to add comments. You cannot use the free reader to add comments.

2: In the security overview of the pdf it will say 'Commenting NOT allowed' You cannot add comments usig any version of Acrobat. (unless you have the password to the pdf of course)

3: In the security overview of the pdf it will say 'Commenting allowed' you can use Acrobat Standard or Pro AND Adobe Reader (version 7 onwards) to add comments to the pdf.
