Why PDF wont open as continuous in browser or reader when option is selected

Anyone having the issue of why pdfs wont open as continuous in the browser or in the Adobe Reader ? I have set the Page Display Layout to Continuous in the Preferences and it still opens as single page. This also happens in the browser, is there something that will make the pdfs open as continuous files in the browser or reader without having to change this manually
