best compression software for pdf's

The compression software that I am using can compress pdf files by 15% max. I am trying to compress a 25 MB pdf, all text only, so that I can send it as an attachment in one e-mail (i.e. less than 10 MB). My software can only get it down to 22MB. Splitting up the orig'l doc doesn't help, also need to send it in one e-mail. Any suggestions?
