Line instead of text in PDF file

We have a problem with reading PDF file.
To see a text we need to zoom it till 1600%. In other case we can see only lines instead of the text.
This problem is only in Reader v4. In Reader v7 this file looks ok. The text in PDF file is Arial 9pt or 11pt.
