Can I set the default zoom for anyone who opens the pdf?

I've created a multiple-page pdf with links to move viewers through the document to the section they choose. When viewers zoom to a readable percentage and then click on one of the links, it defaults back to a smaller view. Is there any way to stay at the larger percentage when moving through the document?
