I can create multiple tabs in a paragraph style. What are you trying to do with this line: 

If you are trying to set the attributes of one tab stop to another tab stop, then it won't work that way. You have to explicitly iterate through each of the properties and get them from the old tab and set them to the new tab. 

Here is a snippet that shows adding multiple tabs on a document: 



 
Set ID = CreateObject("InDesign.Applications") 
Set myDoc = ID.Documents.Add 
Set myNewStyle = myDoc.ParaStyles.Add 
For i = 1 To 4 
Set newTab = myNewStyle .TabStops.Add 
newTab.position = i 
Next i
