Anyone know what the "Hyperlink destination index" does?

I'm trying to use grep in BBEdit to add hyperlinks to this EBook I'm trying
to do. The text started out in Word, with footnotes.

My plan is to look for superscripted figures, and add hyperlink tags to
them, but the text anchor tags contain this "destination index", which seems
like it might be the position of the anchor relative to the source link. If
this is the case, I think I'm snookered, since I can see no way to GREP
that!

Any thoughts (or scripts) gratefully accepted.
