If you're changing the paragraphs in the story as you go along, then you need to work downwards (which might cause different problems) because otherwise your actions  render the references invalid. 

Perhaps you need to build each table and then delete the paragraphs you moved into the table. But that will still render all paragraph references to later in the story invalid. Hence the need to work from back to front.
