Is the title set in all caps? I thought that at first, but I think the message is talking only about first letter of each word capitalized. If the title is indeed all caps, I have a problem with the length of the title all being full caps. The title is up to 26 words long, depending how you count words. To me, this is too long a piece of text to be rendered in full caps. If full caps were desired, I would try to sell the concept of full caps up to the colon, and then u&lc thereafter. I agree with Neil (it was bound to happen) that lining figures work best in full caps, and osf work well in u&lc. I wonder if the original thought of the poster was (assuming I am right and the title is running as first letter of each word caps, rest lower case) that the first letter of the number would be lining and the second osf. This, to me, is about the only way you could do this and it would be WRONG, which is a strong word in design that seldom fits. Here it would.
