I've installed Red-Hat 7.0 on my hdb. Recently, I just changed my Windows section from ME to 98(hda). However, I lost my Linux boot up disk and the Lilo is fail to load. Is there any way for me to boot up my Linux without a startup disk? I've tried to change my bios' boot setting, boot from the setup CD-ROM and use \sbin\loader, but both didn't work. I have impotant un-backup data in my Linux section. Please help me!

It sounds like you've destroyed the mbr in the process and that's probably why you cant boot up. I'm not sure how to correct that problem. I would have figured if you booted to the Red Hat setup disk, that you could have used the recovery feature and salvaged the mess. You should be able to use the setup disk to re-install Linux, only tell it to format a partition that doesn't contain anything you need to keep (like /home as an example) and you can during this process re-install Lilo in the mbr and make a new boot disk at the same time. This way, you wont be re-installing the whole OS, only a small partition that doesn't have anything you need. You might even be able to tell it not to format any partitions and have it still re-install Lilo - this I'm not positive will work, but is worth trying. Or have a buddy make you a copy of his boot disk. I could e-mail you one, but I believe you'd have to receive it on a Linux computer so that dos wouldn't rename any of the files.
