That doesn't matter. The point is that you can't place "back into the
hands of the voters" a power they vever have had.
This is the United States of America, not the Kingdom of America. We do
not have a democracy, we never have had one, and I for one don't want
one. We have a republic. The Electoral College isn't merely a quaint
anachronism; it is a basic expression of the federal nature of the
Constitution of this country. The U.S. is not a sovereign state, it is a
federation of sovereign states.
Democracy invariably devolves into ochlocracy; its bane is the tyranny
of the majority. Our structure of government is history's most famous,
and depending on how your read it perhaps its most successful, attempt
to overcome that fatal flaw. Direct popular election would sweep aside
what is left of our system of checks and balances, which is dependent on
the ultimate power of the States and the people, and recognize the final
establishment of an unconstitutional national state. We might as well
burn all copies of the Constitution and destroy all the history books.
Think this through, guys.
