There are two ways you can do it...either use fdisk and destry all
data on your harddrive then partition it one for linux and one for
windoze then do a full reinstall of your windoze and then install
Linux.
the second option is to get an "on the fly" partitioning tool such as
Partition Magic. This is the one i recommend, I partitioned my hard
drive in 3 minutes...and was on to installing linux...

If i may ask, what release of linux are you using?
Myself i am using the mandrake linux 6.5....sure it cost 29 bucks but
i got all the tools that i needed to install linux and partition my
hard drive for linux with out destrying data on the windoze partition.
Plus i get free technical support if i ever have a problem. The only
problem i had when installing linux was a hang when it probed the
video adampter...i had to restart the installation again but it was so
damn fast i did not care and i found a way around it. so maybe you
should consider using a "paid for" version of linux...since it is
still open source and comes with everything you really need including
windows emulators, X windows etc

As to your problem with @home...i too have the same problem. and get
this i live in south carolina and my subdomain is located the same
place yours is...talk about some crappy service....i send them an
email asking them why it is that way...and all they do is send me an
email back telling me that i should contact customer support with any
problems i have...hello?? is that not what the email address
is??/customer support??i say bah...going to DSL soon.
