Windows Restarts instead of Shutting down or going to Dos

 I have a problem...doesen't everyone!

When I call up the shut down screen, wether I choose "Shut Down",
"Restart" or "Restart in Dos Mode", the computer restarts...no matter
what...

Is there a way of fixing this without reinstalling win95 and all the
*()*^&^((( software on my computer? ...PLEASE if someone can give me a
quick fix i'd appreciate ...
