Guys, domain controller not validating logon requests - Please Help

Hi guys, please help if you can.
We have a routed network with 2 subnets.

Subnet 1 - 2 win2K Domain controllers, 10Mbps segment
Subnet 2 - 1 win2K domain controller, 1 NT4 domain controller, 100Mbps

Here lies the problem.
One of the domain controllers on subnet 1 is shut down. A user with a
machine on this same subnet wants to log on - logically, should be able to
by the other domain controller on the same subnet. But for some stupid
reason, this domain controller is not validating logon requests, and the
user cannot logon. This same domain controller has the same user accounts as
what exists on the other DCs, so I know that synchronisation is working. Its
just not validating logons. It is frustrating the hell out of me. The
netlogon service is running. Im at my wits end. I would so much appreciate
your guys' expertise. Thank you.

Assuming all DC's are for the same domain, the one that is down may be the
global catalog, and possibly hold other important FSMO roles. Check to see
which is the GC.

In mixed mode, you need the PDC emulator to log on accounts. There is one
per domain, and it's usually the first that was promoted to Win2k. If you
can't get that other DC up, you have to "seize" the PDC emulator role
(thereby making your other DC the PDC emulator). Check out Appendix C (page
1503) of the Distributed Systems Guide in the MS resource kit.

check that it can contact a global catalog server, also don't forget the pdc
role if there are legacy machines
