Set files=255 and buffers=20 in config.sys 
255 is the maximum value. 

There is no real need to set any clipper= statement in autoexec.bat. 

Never disable the use of expanded memory with a Clipper 5 application,
only with a Summer '87.

When using Blinker as a linker, specify in link script :
BLINKER EXECUTABLE CLIPPER //F:255 //E:2048
to burn in these settings.
(E:2048 limits the use of EMS memory to 2mb)
