The reason V90 can achieve speeds like 40K on a line where V34+ can
only manage 28.8 or 31.2 is due to the link V90 has with the telecom
sample points and rate.

V90 only needs to contend with noise, crosstalk, distortion, etc on
the local loop.
V34+, OTOH, also has the additional element of quantisation distortion
(or noise if you like). At 33.6 the receiver can tollerate very little
additional niose caused by the local loop.
