It may very well be that your phone line does not support that speed.  I
read that if the switching station to you phone line is more than three
miles away, you'll have problems with speed.  I can only connect at 31200
with my modem and my transmit speed is reported at 26,000 and change.  Try
this site to test your phone line quality.

You can dial in to their BBS (although it's long distance, you can get the
results in a couple of minutes.
