Sounds a bit like a machine I fixed, which had the turbo turned off. The machine ran glacier slow, but the lights on the front were green for on, green for turbo, green flashing when the hard disk was in use. Turned out that this wasn't turbo mode, when you pressed the turbo button, the turbo light went orange and the machine ran at full speed. In your case, I would first ensure that the cache (both first and second level) are, in fact, enabled in the BIOS because this is the easiest way I know to slow down a machine. If you did that already, hmm...
