I recomend Linux/Unix, stay away from NT as it is the biggest securoty risk
around. Any hacker or unix guru can tell you how easy it is to hack into and
NT server.

Web Servers are easy to set up, but I don't think this is what you want to
use to send video. To answer this best, we would need to know more on how
you intend on sending the data. For example is it live video that people can
use for viewing, or is it pre recorded that just sits there....
