One thing you might try - if you customarily place your fax calls in
manual mode  (handset off-hook, manual dial), you might want to try
automatic mode (copy in, enter number, push send).  Fax machines
do not send the CNG tone except in automatic mode.

It wasn't clear to me if you were using a 'real' fax machine or a
modem.  These comments, of course, apply to 'real' machines only.
All the modems I've seen, though, send CNG tones.
