This *used* to be true.  I read recently that Novell sued the IL Dept.
of Professional Regulation, and won, so that certain qualified employees
can be called "Certified Network Engineer".  Previously, it was illegal
in Illinois to advertise one's services as an engineer unless one had a
PE.  I believe the case is being apealed by the state.
