Common...... 
In former USSR were people with title "socialist competition engineers".
These socialist competition engineers compared the result of work of
different plants and then figured out that communist society is the best
(overwise they lost not only their job....).

I'd like XIX century definition of an engineer as smart technical
thinker and inventive designer
