An interesting point. By building a nuke plant in state A, but refusing
to allow the waste to be buried in state B, even though this may be the
best place for it if state A and B were suddenly declared to be a single
state, are in fact disuniting the states over that particular issue.
When is this acceptable and how far should it go in the face of the
needs of the rest of the nation?
