I reread your post and my response and I could have answered your question a
different way. Here we go.... The state with the 500 foot smokestack would
have to deal with the pollution issue and install scrubbers, and other
pollution prevention devices, lets say, the best that technology could
provide. Then the neighboring states wouldn't have a complaint. The states
that opted for nuclear power would have to properly store, lets say, using
the best technology available, the nuclear waste within the state boundaries
and not be able to ship over the borders of their region.

For the regions that do not have coal, nuclear, hydro, wind, solar
capabilities, then they are SOL.. They can live in their prestine
environment and learn to live with limited/none-of the benefits of
electricity.

Wonder how long and how many would live under those more primitive
conditions before packing up and moving to where there was power? Remember,
under my scenario, they couldn't be bouncing back and forth on a frequent
bases to use the best of both environments. Yes, they can move to another
region, but for arguments sake only, permanent bases only.
