Sounds like you havent got a windows manager running. 
Try coppying the .xinitrc, .Xclients and .Xdefaults files from  root to
your user directory and see if it cures your problem.  
If it does you then need to set up the system wide defaults.  In RH they
should be in the /etc/X11 directories or in the /usr/X11R6/ directory
tree.
